Imazalil is a base. If the pH is lower, it is more present in a protonated form, which is very soluble.
At higher pH is more present as the free base, of which the solublity in water is limited, but solubility in waxes is very good.

Be aware that when FUNGAFLOR is present as an emulsion (f.e. FUNGAFLOR 500 EC), the limitations of solubility of imazalil base is not an issue
